The Procurement Manager leads strategy development and execution for sourcing and delivering strategic raw materials at the Ashtabula Complex, including INEOS KOH, as well as INEOS Tyssedal (Norway). This involves creating value-generating procurement processes to establish a sustainable competitive advantage.
This role focuses on developing effective sourcing strategies for economic efficiency, supply assurance, and product quality. Managing bulk chartering ensures proper inventory levels of key raw materials including titanium ore, chlorine, coal and calcined coke and potash. The annual value for these categories is over $300 million.
The position builds a strong supply base by nurturing partnerships with internal and external entities and driving operational excellence from qualification to delivery. The Manager negotiates supply agreements, enhances supplier service levels, and aligns strategies with business plans and objectives. Collaboration with stakeholders optimizes knowledge and investments.
The role involves regular interaction with external stakeholders, including strategic suppliers and trade organizations. Interaction with INEOS Pigments' Group senior management is crucial due to the significance of the annual spend on raw materials and logistics and synergies across business units.
Essential Duties and Responsibilities
- Ensure compliance with Behavioral Safety Principles, Life Saving Rules, and Process Safety Principles to prevent injuries and maintain an injury-free performance.
- Owner of over $300 million in strategic raw materials and bulk logistics sourcing, identifying aggregation opportunities and creating impactful programs for spend leverage.
- Collaborate with internal stakeholders to develop sustainable sourcing strategies across categories for quality, value-cost optimization, supply security, plant reliability, and business continuity.
- Cultivate and manage supplier relationships both internally and externally, ensuring performance expectations are met and productivity targets achieved.
- Influence alignment and commitment to financial targets and category strategies across functional and business unit levels, identifying profit enhancement opportunities.
- Lead sourcing initiatives, negotiations, and supplier selection in responsible categories, aligning with business objectives.
- Develop strategies and negotiate major global business agreements to achieve commercial advantage, manage working capital, and mitigate risk.

Level of Education & Experience in general
- A minimum of a bachelor’s degree in engineering or business applications
- Master’s degree preferred.
- Minimum of 10 years’ experience in procurement roles with 5 years of globally traded feedstock and marine bulk shipping experience ideally within the chemical/process or allied industries, with recent experience in a materially similar, senior level position.
- Demonstrated strong Operation, Finance and Strategic Planning knowledge in building category strategies.
- Strategic Sourcing preferred, but not required in the TiO2 industry and bulk chartering with knowledge of supply network for selected raw materials and categories.
- Demonstrated ability to leverage market intelligence, lead negotiation of supply agreement terms, and continuously drive improved supplier service levels through leadership and direction on a cross functional basis.
- Experience establishing logistics strategies and plans to meet organizational objectives for major inbound raw materials.
- Minimum of 5 years of contract/commercial experience.
- Proven experience in global sourcing, global logistics, and contract development and execution.
- Proven negotiation skills.
- Proven experience in market dynamics analysis.
- Working knowledge of the TiO2 process preferred.
- Working knowledge of the global logistics market, shipping modes, and legal requirements for supplier agreements.
